first_imgCouncil aims for more stategic HROn 25 Feb 2003 in Personnel Today Ipswich Borough Council has signed a £300,000, seven-year contract for a newonline HR and payroll system. The move aims to make the HR department a strategic business function withinthe council by moving personnel staff away from routine staff queries. Julie Price, head of HR at Ipswich Borough Council, said the deal withoutsourcing firm RebusHR would allow her six-strong HR team to focus onperformance management. Price said: “The current system needed updating. The new system willcut down on paperwork and bureaucracy while moving the HR team away fromadministration to a strategic function. “Staff will no longer have to contact the central HR team to answerfrequently asked questions, as they will have access to all the information.Managers will be greatly assisted by the information graphs helping them toplan better.” Under the scheme – to be implemented within the next 12 months – thecouncil’s 1,300 staff will be able to update employment records, view payslipsand get employment details online. Computer booths will be installed in staff rest areas for employees withoutpersonal online access. For the first time, managers will have instant access to staff information,including sickness records and retention details. Price said the deal would lead to a smaller payroll team.
